You have to give some of these away for free (agents could drop hints, or even a full mission sending you to investigate), in order to generate interest for more.
Honestly, once we find out how cool they are, THEN we'll strap on some scanners and go looking for more. Nobody's gonna waste time scanning for things they may or may not find, unless they have a first-hand idea of how big the reward can be.
And, no, the playerbase won't advertise to itself; just like with trade routes, nobody wants to tell where these things are. You, CCP, will have to do the advertising.
Honestly.. you're not serious. If you don't want to explore by yourself, why should they bring the stuff to you? Stay with your missions.

I scanned by myself for explorations sites in high sec.. and found those sites all four times, as my multi probe told me that there's one (if the multi says there's nothing, then there's nothing 
In the first I found some items which sold all togehter for about 20M isk - not bad for a hour scanning and small npcs (I was hooked
Some days later, in the second I lost a rax, to some tough drones (lagging modules ftw), but the red cans in the pocket didn't contain anything 
The third site (I scanned roughly 5 hours for it contained 2 small roids of jaspet - woot, what an income
And the last 'unknown' contained some friggs and 2 cruisers, which beat my destroyer very hard - but finally I got an escalation path (cool *I thought* as those should lead to nice stuff). After arriving at the destination, approaching the deadspace and a short flashing of 3 red crosses, they vanish and a 'nice' message tolds me, that my scanners had lost their trail..
I'm hooked, that's for sure..
But at the moment I would had been better (isk wise) mining veldspar with my covetor
